Coming straight from a scientist that works with volatile compounds all day, its a complex relationship. The oxygen-fuel ratio has to be just right. As for smoking while pumping gas, no big deal. The worst that would happen is the person smoking the cig might kick off some fumes and spook themselves, perhaps with a mild first degree burn to their lips. Catastrophic ignition of the fuel in the pumps is a complete myth. The equipment at the pumps is designed to saturate any atmosphere around the liquid gasoline with gasoline fumes. In doing so, it effectively eliminates the partial pressure of oxygen in the atmosphere, making the liquid gasoline as inert as water. .
